Description

A Peace Corps Response Volunteer is needed to serve as a Training and Participatory Development Specialist for the High Atlas Foundation (HAF). The Foundation was established in 2000 by returned Peace Corps Volunteers. Since its inception, HAF has partnered with government agencies and nongovernmental organizations to establish socioeconomic and environmental projects in rural Morocco designed and managed by local communities. There is great need for a training center in Morocco that focuses on capacity building programs in participatory development. Initiatives at the local, national, and international levels are mandating participation as a key component of program design and implementation. In response to these mandates, HAF recently launched the Center for Sustainable Development and Community Consensus-Building.

A PCRV skilled in training and capacity building is needed to help develop the Center’s curriculum and training design, and in so doing transfer skills in participatory development and facilitation to center staff, university students, civil society leaders, government technicians, and other Moroccan stakeholders. It is expected that the Volunteer will accomplish the following during the six month assignment: (1) develop a standard participatory development training curriculum—along with written and visual materials—that can be adapted for a variety of workshops; (2) implement training workshops for Moroccan graduate students, presidents of rural communes, and technicians from Morocco’s national park system; (3) mentor and transfer skills in participatory development, active learning, facilitation, and program management to HAF’s project and training manager; and (4) assist staff in the development and implementation of a monitoring and evaluation program and ensure staff members are properly trained in its use.

Qualifications

Mandatory:

• Master’s degree in international development, community development, education, or another relevant discipline

• Strong training and capacity building experience, including experience writing, designing, and delivering training workshops

• Program monitoring and evaluation experience

• Experience in participatory development, active learning, and facilitation methods

• Ability to work independently and as a team member

• Proficient in written and spoken French and/or Arabic

Desired:

• Willingness to travel to remote locations

• Successful completion of two years Peace Corps service with a focus on participatory community development

• Morocco RPCV or previous work experience in Morocco or North Africa

• Experience in participatory development outside of Peace Corps service
